David L. Clegg serves as the first County Manager for Tyrrell County, North Carolina. He is also the County Attorney. He is active in the civic life of northeastern North Carolina serving as a member of the Board of Directors of the Partnership for the Sounds, the Executive Committee of the Southern Albemarle Association, the Tyrrell County Tourism Development Authority and as a Board member of the Northeast Solid Waste Management Authority. He is Clerk to the Tyrrell County ABC Board and is the Chairman of the Scuppernong River Festival.  He is Chairman of the Seymour Johnson Air Force Base Joint Land Use Study, and is a Board member for the Pocosin Center of Fine Craft as well as the Trillium Mental Health Resources Advisory Board. He is a member of the Beaufort County Community College Foundation Board as well as the Advisory Board of the Blackbeard Boy Scout District. Outside of the Inner Banks region, he is a member of the Raleigh Convention and Performing Arts Center Commission, serves as President of the Sisterhood of Miss North Carolina, is a Board member of the Temple Theatre in Sanford, NC and is an Advisory Board member for the NC Campus Compact. He is a certified tree farmer in Lee and Chatham County and is a member of the Screen Actors Guild (SAG-AFTRA).

From 1993-2014 he was Deputy Chairman of the North Carolina Employment Security Commission  and Assistant Secretary of the North Carolina Department of Commerce for Employment Security. He was charged with the daily operations of North Carolina’s Unemployment Insurance, Labor Market Information and Job Service functions for a 4.3 million person labor market. 

Prior to joining ESC, Clegg served as the County Manager and County Attorney of Brunswick County. His local government experience also includes service as the Secretary of the Lee County Board of Elections and as Chairman of the Lower Cape Fear Water and Sewer Authority.

He is a graduate of Hampden-Sydney College with a Bachelor of Arts Degree in Government, and from the University of South Carolina with a Master of Arts Degree in Theatre and Speech. He is a graduate of the University of South Carolina School of Law and is licensed to practice before the Supreme Court of the United States.

He is a graduate of Leadership North Carolina and served on the Community Review Panel for The Raleigh News and Observer. He has received the Governor’s Award for Excellence in Public Service as well as the L. Richardson Preyer Award from Leadership North Carolina.
